Signing the Covenant

The manifesto as contract, the budget as ledger

by James Wolstencroft

A syngraphē was a written contract, signed and witnessed. The series ends where the wing began: the manifesto as a binding baseline, the budget as a public ledger, funds that go where they say they go. Government by covenant, with the record kept where both parties can read it.

The pebble becomes the block. The promise becomes the proof.

This paper closes the ladder, and the house of proofs gains its second wing.
